Usually fine in USTA league, often not in a club event.
USTA league play has no rule against another club's branding. Individual clubs and sanctioned tournaments publish their own dress codes and some restrict it, so the binding document is the one your event publishes.
If the event published nothing, there is no rule to break.
A sleeveless topDepends
Allowed unless your league or club says otherwise.
There is no general USTA prohibition on sleeveless tops for adult league play. Some clubs require sleeves, and a few junior events do; both publish it in advance.
Changing a soaked shirt between gamesAllowed
Swapping a shirt on a changeover is not a break.
Putting on a dry shirt during a normal changeover, without leaving the court, is not a change-of-attire break and is not time-restricted. A change-of-attire BREAK is the regulated thing, and it is limited to set breaks unless there is a clothing malfunction.
